The Foster Parents Plan, now known as Plan International, is an organisation that labours to help underpriviledged children by providing financial aid through – usually Western – adults, promising a close and personal bond between child and “parent”. However, allegations of mismanagement of funds in the late 1990s, led to national scandals in the Netherlands. One such allegation detailed how the contents of a folder pictured here were funded. Nearly half of each guilder donated was used for new donor recruitment, payment to the international head quarters in London and general developmental aid in each country. Of the remaining half, 10 cents were used as payment for the hand-written letter, like the one included here. Luckily – undoubtedly for another few cents – the folder does include a do-it-yourself photoframe along one side of the folder. This way the “parent” can display what must surely be a photo of their precious foster child.
